It's estimated that 75% of those incarcerated at York County Jail will reoffend or otherwise violate the terms of their release and be returned to jail. Some of whom do so in just hours after release.
Empowering Change was established to give former inmates access to opportunities which, through their own diligent efforts, can help break the recidivism cycle and help them lead productive, purpose-filled lives.
